Rough Order of Magnitude Estimates and Baseline Schedules to Develop Early-Stage Target Setting
PeaceHealth, a not-for-profit healthcare system in Washington, Oregon, and Alaska, has enlisted OCMI to provide cost management and scheduling services across all design and construction phases. These services include early-stage target setting, milestone estimating, and change order support while addressing owner-side soft costs. This collaboration allows for the integration of comprehensive risk profiles and ROM (Rough Order of Magnitude) estimates, ensuring more accurate budgeting even when project details are limited. Additionally, building baseline schedules during the planning phase helps establish fixed project timelines, which are crucial for tracking contract milestones and identifying any deviations or delays, ultimately aiding in upfront risk management. Many of these schedules were conceptual and created before 100% drawings were available, further highlighting the importance of early-stage planning and risk assessment in healthcare construction projects. Projects range in size and complexity across all PeaceHealth campuses, including clinics, lab renovations and expansions, and major system improvements.
