Delivering large-scale energy projects under a P3 contract

OCMI worked closely with CSU Fresno on their first Private-Public Partnership (P3): Design-Build-Finance-Maintain (DBFM) energy contract, with a total capital construction cost of $130 million. This was a 33-year public-private partnership for the developer, Bulldog Infrastructure Group, to modernize and maintain Fresno State’s central utility infrastructure system.

The scope of the project included the comprehensive replacement of the central plant (generation of cooling/heating), distribution piping (HHW/CHW), and a campus-wide EMS/BMS system. Also included were Energy Conservation Measures (ECM) in campus buildings and Solar PV generation (~4.8mw) on surface parking lots P20 & P27.

This multi-year project resulted in a long-term, sustainable infrastructure for the campus and an energy savings goal of more than 30%. OCMI provided project and construction management in an Owner’s Representative role.
