GSA Cost Estimating Blanket Purchase Agreement
Comprehensive Cost Management Excellence for GSA PBS Region 2
OCMI was awarded a Blanket Purchase Agreement to provide cost estimating service to GSA Public Buildings Service for Region 2. To date, OCMI has completed over 170 task orders, providing cost estimating and advisory services for a variety of projects within the GSA portfolio, including both owned buildings and leased spaces. The contract encompasses projects of all types, from small tenant improvements to new construction. Specific task orders are based on the defined statement of work and associated level of effort, which determine the focus and intent of the cost management deliverables. Our estimates are used to establish or validate budgets, reconcile against AE and/or CM cost estimates, and serve as negotiation points with proposing lessors, contractors, and CMARs. All estimates have been prepared, meeting the requirements of the PBS P120 Criteria and the PBS Pricing Policy.
Efforts included establishing, in association with GSA, contract management standards of practice associated with ensuring 1) fully defined task order scope and 2) receipt of all required project information prior to holding the initial kick-off meeting.
Additional tasks include assisting the GSA with cost estimate reconciliation and analyzing past construction data to help develop a cost database for preliminary cost estimates across various project types. The OCMI team also collaborated with design teams to create a Standard Operating Procedures matrix and scope narrative. We have also conducted schedule reviews and supported GSA project managers with phasing plans and CPM schedule inputs.
